Despite being preventable, children remain at risk from measles – a violation of fundamental rights

Dhaka, April 23: Manusher Jonno Foundation (MJF) has expressed deep concern, describing the ongoing measles outbreak in the country as a serious public health crisis for children. The organization stated that this situation directly threatens children’s rights to health and life, and demands immediate, coordinated action.

According to the Directorate General of Health Services (DGHS), since March 15, 2026, a total of 28,334 suspected measles cases have been identified. Among them, 4,059 cases have been confirmed. During the same period, 39 deaths from confirmed measles and 194 deaths from suspected measles have been reported, highlighting the severity of the situation.

MJF noted that although a nationwide vaccination campaign targeting around 18 million children aged between six months and under five years began on April 20, the shortage of testing kits and the long-standing halt in vaccine imports remain deeply concerning. The Prime Minister has also acknowledged the issue in Parliament. These limitations may hinder effective prevention efforts.

MJF further emphasized that it is unacceptable for children to remain at risk from a preventable disease like measles. This situation constitutes a violation of children’s fundamental rights to survival, health, and protection. The State must urgently ensure the availability of vaccines, testing, and treatment services, and take accountable measures to address this crisis.

Ensuring children’s health protection is both a constitutional and moral obligation of the State, MJF believes. Delays in vaccination, inadequate healthcare services, and weak monitoring systems are further complicating the outbreak.

MJF calls upon the government to:

• Ensure immediate availability of adequate Measles-Rubella vaccines
• Rapidly expand the nationwide vaccination campaign
• Ensure supply of necessary testing kits and prompt diagnosis
• Provide accessible and quality treatment for affected children
• Ensure transparency and accountability in managing the outbreak

Protecting children’s lives and health must be a top national priority. MJF stands ready to support awareness efforts alongside the government and calls for ensuring a safe and healthy future for all children.

হাম প্রতিরোধযোগ্য হলেও শিশুরা ঝুঁকিতে – এটি মৌলিক অধিকারের লঙ্ঘন

ঢাকা, ২৩ এপ্রিল: দেশে চলমান হাম প্রাদুর্ভাবকে শিশুদের জন্য একটি গুরুতর জনস্বাস্থ্য সংকট হিসেবে উল্লেখ করে গভীর উদ্বেগ প্রকাশ করেছে মানুষের জন্য ফাউন্ডেশন (এমজেএফ)। সংস্থাটি বলেছে, এই পরিস্থিতি শিশুদের স্বাস্থ্য ও জীবনের অধিকারের ওপর সরাসরি আঘাত হানছে এবং তাৎক্ষণিক, সমন্বিত পদক্ষেপ গ্রহণ জরুরি।

স্বাস্থ্য অধিদপ্তরের তথ্য অনুযায়ী, ১৫ মার্চ ২০২৬ থেকে এ পর্যন্ত মোট ২৮,৩৩৪ জন সন্দেহজনক হাম রোগী শনাক্ত হয়েছে। এর মধ্যে ৪,০৫৯ জনের হাম নিশ্চিত হয়েছে। একই সময়ে নিশ্চিত হাম রোগে ৩৯ জন এবং সন্দেহজনক হাম রোগে ১৯৪ জনের মৃত্যু হয়েছে, যা পরিস্থিতির ভয়াবহতা স্পষ্ট করে।

এমজেএফ জানায়, ছয় মাস থেকে পাঁচ বছরের কম বয়সী প্রায় ১ কোটি ৮০ লাখ শিশুকে টিকার আওতায় আনার লক্ষ্যে ২০ এপ্রিল থেকে টিকাদান কর্মসূচি শুরু হলেও, পরীক্ষার কিটের ঘাটতি এবং দীর্ঘদিন ধরে টিকা আমদানি বন্ধ থাকার বিষয়টি অত্যন্ত উদ্বেগজনক। বিষয়টি সংসদে প্রধানমন্ত্রীও স্বীকার করেছেন। এসব সীমাবদ্ধতা কার্যকর প্রতিরোধ ব্যবস্থাকে বাধাগ্রস্ত করতে পারে।

এমজেএফ আরও মনে করে হাম প্রতিরোধযোগ্য একটি রোগ হওয়া সত্ত্বেও শিশুদের এভাবে ঝুঁকির মধ্যে থাকা অগ্রহণযোগ্য। এটি শিশুদের বেঁচে থাকা, স্বাস্থ্য ও সুরক্ষার মৌলিক অধিকারের লঙ্ঘন। রাষ্ট্রকে অবিলম্বে প্রয়োজনীয় টিকা, পরীক্ষা ও চিকিৎসা সেবা নিশ্চিত করতে হবে এবং এ সংকট মোকাবিলায় জবাবদিহিমূলক পদক্ষেপ নিতে হবে।

এমজেএফ আরও জানায়, শিশুদের স্বাস্থ্য সুরক্ষা নিশ্চিত করা রাষ্ট্রের সাংবিধানিক ও নৈতিক দায়িত্ব। সময়মতো টিকাদান, পর্যাপ্ত স্বাস্থ্যসেবা এবং কার্যকর নজরদারি ব্যবস্থার অভাব এই প্রাদুর্ভাবকে আরও জটিল করে তুলছে।

এমজেএফ সরকারের প্রতি আহ্বান জানায়—

• দ্রুত পর্যাপ্ত হাম-রুবেলা টিকা নিশ্চিত করা
• দেশব্যাপী টিকাদান কর্মসূচি আরও দ্রুত সম্প্রসারণ করা
• প্রয়োজনীয় পরীক্ষা কিট সরবরাহ এবং দ্রুত রোগ শনাক্তকরণ নিশ্চিত করা
• আক্রান্ত শিশুদের জন্য সহজলভ্য ও মানসম্মত চিকিৎসা নিশ্চিত করা
• প্রাদুর্ভাব মোকাবিলায় স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত করা

শিশুদের জীবন ও স্বাস্থ্য সুরক্ষা সর্বোচ্চ অগ্রাধিকার হওয়া উচিত। এমজেএফ এই সংকট মোকাবিলায় সরকারের পাশাপাশি সচেতনতামূলক কাজ করতে প্রস্তুত এবং সকল শিশুর জন্য নিরাপদ ও সুস্থ ভবিষ্যৎ নিশ্চিতের আহ্বান জানায়।
