MJF strongly demands constituting Sexual Harassment Committee in all Madrasas

Dhaka, 6 May 2026: Manusher Jonno Foundation (MJF) expresses deep outrage and grave concern over the rising incidents of sexual violence against children in madrasas across Bangladesh. The recent case involving the rape and impregnation of an 11-year-old student in Madan upazila of Netrokona has once again exposed the urgent need for systemic safeguards within these institutions. MJF strongly demands the immediate establishment of Sexual Harassment Committees in all madrasas across Bangladesh, in line with the High Court’s directives for educational institutions.

Shaheen Anam, Executive Director of MJF, stated, “Madrasas are educational institutions, there is no reason for these to stay outside the gambit of the High Court ruling.”

A total of 1028 women and girls have been subjected to various forms of violence, including sexual violence, according to data released by the Bangladesh Mahila Parishad in just first four months of this year. The organisation’s monthly data shows a worrying trend in the case of girl children alone, 479 incidents were reported between January and April.

MJF’s demand comes amid growing concern over repeated abuse in madrasa settings. In Netrokona’s incident, the FIR alleges that a madrasa teacher abused a child multiple times since October; the case surfaced on April 18 after a medical examination revealed advanced pregnancy. The accused denied the allegations online but has since been detained by RAB. In a separate incident, a madrasa teacher in Patuakhali has been jailed over the alleged abuse of a 10-year-old student.

In 2023, the High Court directed all educational institutions in Bangladesh to form committees to prevent sexual harassment, in line with its landmark 2009 judgment. However, madrasas have largely remained outside the effective implementation of this directive. MJF strongly demands that all madrasas be brought under the purview of the High Court’s order and that Sexual Harassment Committees be established without delay.

MJF also demands a thorough investigation and punishment of the perpetrator who has been apprehended as per newspaper report. The Women and Children Repression Prevention Act, 2000 which criminalises brutal acts of violence against women and children, should be implemented to the full and justice delivered to the victim.

Cases of sexual violence against children within Madrsas is usually hushed up as these teachers exert much influence and power over their community. It is time to expose these teachers and stop such heinous crimes against children both boys and girls through implementation of relevant laws and ensuring accountability of concerned officials.

The State and society bear joint responsibility for ensuring the safety and protection of children, yet both are currently failing to uphold this duty. MJF is seeking attention of the Government to the Sexual Harassment Law which is pending enactment in parliament.

মাদ্রাসায় যৌন হয়রানি প্রতিরোধ কমিটি গঠনের জোর দাবি এমজেএফের

ঢাকা, ৬ মে ২০২৬: দেশের বিভিন্ন মাদ্রাসায় শিশুদের প্রতি যৌন সহিংসতার ঘটনা উদ্বেগজনকভাবে বৃদ্ধি পাওয়ায় তীব্র ক্ষোভ ও উদ্বেগ প্রকাশ করেছে মানুষের জন্য ফাউন্ডেশন (এমজেএফ)। নেত্রকোনার মদন উপজেলায় ১১ বছর বয়সী এক মাদ্রাসা শিক্ষার্থীকে ধর্ষণ ও গর্ভধারণের ঘটনায় আবারও মাদ্রাসার মত শিক্ষা প্রতিষ্ঠানে কার্যকর সুরক্ষা ব্যবস্থার জরুরি প্রয়োজনীয়তা সামনে এসেছে। দেশের সব মাদ্রাসায় অবিলম্বে যৌন হয়রানি প্রতিরোধ কমিটি গঠনের জোর দাবি জানিয়েছে এমজেএফ। এই দাবির বাস্তবায়ন, শিক্ষা প্রতিষ্ঠানের জন্য উচ্চ আদালতের নির্দেশনার সঙ্গে সামঞ্জস্যপূর্ণ বলে মনে করে সংগঠনটি।

এমজেএফের নির্বাহী পরিচালক শাহীনের আনাম বলেন, মাদ্রাসাও শিক্ষা প্রতিষ্ঠান—তাই উচ্চ আদালতের নির্দেশনার বাইরে থাকার কোনো সুযোগ নেই।

বাংলাদেশ মহিলা পরিষদের তথ্য অনুযায়ী, চলতি বছরের প্রথম চার মাসে ১,০২৮ জন নারী ও মেয়ে শিশু যৌন সহিংসতাসহ বিভিন্ন ধরনের সহিংসতার শিকার হয়েছেন। জানুয়ারি থেকে এপ্রিল পর্যন্ত মেয়ে শিশুর বিরুদ্ধে ৪৭৯টি সহিংসতার ঘটনার তথ্য পাওয়া গেছে। এটি ভীষণ উদ্বেগজনক। নেত্রকোনার ঘটনায় মামলার এজাহার অনুযায়ী, অভিযুক্ত মাদ্রাসা শিক্ষকের বিরুদ্ধে অক্টোবর থেকে একাধিকবার সেই ১১ বছর বয়সী শিক্ষার্থীকে ধর্ষণের অভিযোগ রয়েছে। ১৮ এপ্রিল পরীক্ষার মাধ্যমে ঘটনাটি প্রকাশ পায়। অভিযুক্ত ব্যক্তি সামাজিক যোগাযোগমাধ্যমে অভিযোগ অস্বীকার করলেও পরে র‌্যাব তাকে আটক করেছে। পৃথক আরেক ঘটনায় পটুয়াখালীতে ১০ বছর বয়সী এক শিক্ষার্থীকে নির্যাতনের অভিযোগে এক মাদ্রাসাশিক্ষককে কারাগারে পাঠানো হয়েছে।

উচ্চ আদালত ২০২৩ সালে শিক্ষা প্রতিষ্ঠানে যৌন হয়রানি প্রতিরোধে কমিটি গঠনের নির্দেশ দেন। তবে বাস্তবায়নের ক্ষেত্রে মাদ্রাসাগুলো অনেকাংশে এই নির্দেশনার বাইরে থেকে গেছে। এমজেএফ মনে করে, সব মাদ্রাসাকে এই নির্দেশনার আওতায় এনে দ্রুত যৌন হয়রানি প্রতিরোধ কমিটি গঠন করা জরুরি।

সংবাদমাধ্যমের তথ্য অনুযায়ী গ্রেপ্তার হওয়া অভিযুক্ত ব্যক্তির বিরুদ্ধে সুষ্ঠু তদন্ত ও আইনের আওতায় ব্যবস্থা নেওয়ার দাবি জানিয়েছে এমজেএফ। নারী ও শিশু নির্যাতন দমন আইন, ২০০০-এর কার্যকর প্রয়োগ করার মাধ্যমে ভুক্তভোগীর ন্যায়বিচার নিশ্চিত করার ওপর গুরুত্বারোপ করছে মানবাধিকার সংগঠনটি।

মাদ্রাসায় শিশুদের বিরুদ্ধে এ ধরনের ঘটনার অনেক ক্ষেত্রেই অপরাধীর প্রভাবশালী অবস্থানের কারণে তা গোপন থাকে। যথাযথ আইন প্রয়োগ ও জবাবদিহিতা নিশ্চিতের মাধ্যমে এসব অপরাধ প্রতিরোধে কার্যকর পদক্ষেপ নেওয়ার আহ্বান জানানো হচ্ছে। শিশুদের নিরাপত্তা নিশ্চিত করা রাষ্ট্র ও সমাজের যৌথ দায়িত্ব হলেও তা যথাযথভাবে পালন হচ্ছে না বলে উল্লেখ করেছে এমজেএফ। এ বিষয়ে প্রক্রিয়াধীন যৌন হয়রানি প্রতিরোধ আইন দ্রুত প্রণয়নের জন্য আমরা সরকারের দৃষ্টি আকর্ষণ করছি।
