Dhaka, 16 June 2026: Speakers at the 3rd Annual Community of Practice (CoP) Network Convention 2026 called for stronger recognition of women’s leadership, unpaid care work, local knowledge and contribution to climate adaptation, agriculture and sustainable development.

The convention, titled “Women Leading Climate Adaptation: Learning and Challenges,” was held on Tuesday at the Kamrul Islam Siddique Auditorium, LGED Bhaban, Agargaon, Dhaka. The event was organised by Manusher Jonno Foundation (MJF) under the EmPower: Women for Climate-Resilient Societies (Phase II) project, with support from UN Women.

Dr Md Lutfor Rahman, Director General of the Department of Environment, attended the programme as chief guest. He emphasised the need to reduce carbon emissions while recognising women’s central role in agriculture, climate adaptation and sustainable development.

Dr Rahman said women have historically played a leading role in agriculture and continue to remain at the heart of food production, innovation and community resilience. Drawing from his own observations in academic and professional spaces, he noted that women’s participation and leadership are essential for the future of agriculture and climate action.

He further said environmental protection must be pursued through practical and economically viable solutions. Referring to the government’s commitment to reducing emissions, he said the Department of Environment is exploring different approaches, including the use of agricultural residues such as straw, to help lower carbon output.

He also said women’s contribution should be properly recognised in climate adaptation initiatives, particularly in areas where livelihoods, agriculture and environmental protection are closely connected. He expressed enthusiasm about working together toward a climate-resilient world and added that, as a government institution, the Department of Environment is ready to provide necessary support and facilities.

Ms Susanne Wadstein, First Secretary for Public Health and Sexual and Reproductive Health and Rights at the Embassy of Sweden, said climate change, women’s empowerment and sexual and reproductive health are closely connected and must be addressed together.

Speaking to representatives of civil society organisations, she said their grassroots experience and local knowledge are critical for strengthening their own work and advocacy.

“You are the ones doing the work. You understand your own work best, and it is important that you make your own positions strong,” she said.

She said the Embassy of Sweden places strong emphasis on climate change and women’s empowerment, as these two issues are inextricably linked. She also highlighted sexual and reproductive health as another priority connected to climate vulnerability and women’s rights.

Ms Navanita Sinha, Deputy Representative of UN Women, said the current global political and economic context is creating major challenges for funding development initiatives.

Referring to conflicts in different parts of the world, including the Russia-Ukraine war and crises in the Middle East, she said global instability has affected development financing not only in Bangladesh but also across the world.

She said long-term social change often takes more time than initially planned, describing it as one of the major challenges in development work. Despite these challenges, she emphasised the importance of maintaining quality in development interventions, strengthening partnerships with implementing organisations and working closely with relevant ministries.

Banasree Mitra Neogi, Executive Director (Acting) of Manusher Jonno Foundation, said women’s leadership, unpaid care work and contribution to the economy must be properly recognised in national planning and budgeting. She said women-led initiatives have already shown what a more inclusive Bangladesh could look like.

“If we see the world through the eyes of women, many of the world’s problems would be solved. There would be no wars, conflicts or violence against women,” she said.

Referring to MJF’s long-standing campaign on women’s unpaid and unrecognised work, Banasree said MJF began raising the issue in 2012, focusing on household responsibilities, care work and other forms of unpaid labour mostly carried out by women.

She said a Time-Use Survey was later conducted with support from UN Women, followed by efforts to calculate the value of such work through the Satellite System of Accounts.

“Our journey has only just begun. The coming days will be more challenging, both in terms of resources and social standing,” she said.

She urged participants, particularly women leaders and civil society representatives, to raise questions, share messages and discuss future plans for taking forward work on women’s leadership, unpaid care work, gender-responsive budgeting and inclusive development.

Ms Shirin Sultana Lira, Senior Programme Manager, Governance, Environment and Climate Change, Embassy of Switzerland has said community-led partnerships and local ownership are essential for ensuring the long-term success of climate adaptation initiatives.

Speaking at a programme in Dhaka, she said climate adaptation efforts should move beyond traditional donor-dependent approaches and focus more on sustainable models that communities can manage and continue on their own.

She emphasised the importance of women-led entrepreneurship in climate-affected areas, citing examples such as women managing ventures around safe and treated water.

Lira said the private sector and government agencies must be more closely engaged to support grassroots climate initiatives through financing, technology, policy support and market linkages.

She also highlighted the specific health and economic vulnerabilities faced by women working in high-salinity areas, saying such challenges should be prioritised in future climate innovation and adaptation planning.

She said Bangladesh has many examples of women’s resilience in the face of climate stress, and these experiences should be showcased as a model for other countries.

Lira called for stronger collaboration among communities, civil society, government, private sector and development partners to scale up local solutions and ensure better use of available resources.

Juliate Keya Malakar, Executive Director of Christian Commission for Development in Bangladesh (CCDB), emphasised the need for combined advocacy efforts to strengthen women-led climate adaptation and resilience initiatives.

A representative from SME Foundation addressed women entrepreneurs and described them as a fundamental driving force of Bangladesh’s economy. He said business owners should stay connected with local Chambers of Commerce and Industry to access support, training and opportunities more effectively.

Marina Parvin Juthi, Executive Director of Initiative for Right View (IRV), Khulna, said the EmPower project’s initiative was “like a light to their dark houses.” Farida Easmin, Executive Director of Nari Association for Revival and Initiative (NARI), Kurigram, said the project helped them learn about climate resilience and how to place demands before government authorities.

Women climate leaders from different districts were recognised for their contribution to community resilience and local climate action. The awardees included Arzina Begum, Momena Begum, Nargis Akter and Sobeda Begum from Kurigram; Mousumi Kibria from Jamalpur; Rabeya Khatun and Joya Rani Mondal from Khulna; and Shahida Begum, Rekha Rani Gayen and Sufiya Khatun from Satkhira.

Their work included fighting during floods, saving cattle, supporting vulnerable communities, creating awareness, promoting disaster resilience, leading climate resilience initiatives, advancing climate-smart agriculture, greening the coast and raising voice against child marriage. Ten partner organisations were also awarded for their valuable contribution throughout the project implementation. The convention brought together women leaders, climate adaptation practitioners, development partners, civil society representatives, researchers, media professionals and other stakeholders to reflect on achievements, lessons learned and future opportunities for advancing women-led climate resilience initiatives in Bangladesh.

জলবায়ু সহনশীলতা গড়তে নারীর নেতৃত্ব জরুরি: এমজেএফের সম্মেলনে বক্তারা

ঢাকা, ১৬ জুন ২০২৬: জলবায়ু অভিযোজন, কৃষি ও টেকসই উন্নয়নে নারীর নেতৃত্ব, স্থানীয় জ্ঞান, অবৈতনিক সেবামূলক কাজ ও অর্থনৈতিক অবদানের যথাযথ স্বীকৃতির আহ্বান জানিয়েছেন বক্তারা। মঙ্গলবার রাজধানীর আগারগাঁওয়ে এলজিইডি ভবনের কামরুল ইসলাম সিদ্দিকী অডিটোরিয়ামে তৃতীয় অ্যানুয়াল কমিউনিটি অব প্র্যাকটিস (CoP) নেটওয়ার্ক কনভেনশন ২০২৬ অনুষ্ঠিত হয়। ‘উইমেন লিডিং ক্লাইমেট অ্যাডাপটেশন: লার্নিং অ্যান্ড চ্যালেঞ্জেস’ শীর্ষক এ সম্মেলনের আয়োজন করে মানুষের জন্য ফাউন্ডেশন (এমজেএফ)। ইউএন উইমেনের সহায়তায় এমপাওয়ার: উইমেন ফর ক্লাইমেট-রেজিলিয়েন্ট সোসাইটিজ (ফেজ টু) প্রকল্পের আওতায় এ আয়োজন করা হয়।

অনুষ্ঠানে প্রধান অতিথি ছিলেন পরিবেশ অধিদপ্তরের মহাপরিচালক ড. মো. লুৎফর রহমান। তিনি বলেন, কার্বন নিঃসরণ কমানোর পাশাপাশি কৃষি, জলবায়ু অভিযোজন ও টেকসই উন্নয়নে নারীর গুরুত্বপূর্ণ ভূমিকার স্বীকৃতি দিতে হবে।

ড. লুৎফর রহমান বলেন, কৃষিতে নারীরা ঐতিহাসিকভাবে গুরুত্বপূর্ণ ভূমিকা রেখে আসছেন। খাদ্য উৎপাদন, উদ্ভাবন ও স্থানীয় পর্যায়ের সহনশীলতা তৈরিতে নারীরা এখনো কেন্দ্রে রয়েছেন। তিনি আরও বলেন, পরিবেশ সুরক্ষায় এমন সমাধান দরকার, যা একই সঙ্গে বাস্তবসম্মত ও অর্থনৈতিকভাবে কার্যকর। কার্বন নিঃসরণ কমাতে খড়সহ কৃষিজ অবশিষ্টাংশ ব্যবহারের মতো বিভিন্ন পদ্ধতি পরিবেশ অধিদপ্তর বিবেচনা করছে। তিনি বলেন, জীবিকা, কৃষি ও পরিবেশ সুরক্ষার সঙ্গে যুক্ত জলবায়ু অভিযোজন উদ্যোগে নারীর অবদান যথাযথভাবে স্বীকৃতি পাওয়া জরুরি। জলবায়ু-সহনশীল ভবিষ্যৎ গড়তে একসঙ্গে কাজ করার প্রত্যয় জানিয়ে তিনি বলেন, সরকারি প্রতিষ্ঠান হিসেবে পরিবেশ অধিদপ্তর প্রয়োজনীয় সহায়তা ও সুবিধা দিতে প্রস্তুত।

সুইডেন দূতাবাসের জনস্বাস্থ্য এবং যৌন ও প্রজনন স্বাস্থ্য ও অধিকারবিষয়ক ফার্স্ট সেক্রেটারি সুজানি ওয়াডস্টেইন বলেন, জলবায়ু পরিবর্তন, নারীর ক্ষমতায়ন এবং যৌন ও প্রজনন স্বাস্থ্য পরস্পরের সঙ্গে গভীরভাবে যুক্ত। এই বিষয়গুলোকে একসঙ্গে বিবেচনা করতে হবে।

নাগরিক সমাজের প্রতিনিধিদের উদ্দেশে তিনি বলেন, আপনারাই মাঠে কাজ করছেন। আপনারাই আপনাদের কাজ সবচেয়ে ভালো বোঝেন। তাই নিজেদের অবস্থান শক্তিশালী করা আপনাদের জন্য গুরুত্বপূর্ণ।

ইউএন উইমেনের ডেপুটি রিপ্রেজেন্টেটিভ নভনিতা সিনহা বলেন, বর্তমান বৈশ্বিক রাজনৈতিক ও অর্থনৈতিক পরিস্থিতি উন্নয়ন উদ্যোগের অর্থায়নের ক্ষেত্রে বড় চ্যালেঞ্জ তৈরি করছে। এসব চ্যালেঞ্জের মধ্যেও উন্নয়ন কার্যক্রমের মান বজায় রাখা, বাস্তবায়নকারী সংস্থার সঙ্গে অংশীদারিত্ব জোরদার করা এবং সংশ্লিষ্ট মন্ত্রণালয়ের সঙ্গে ঘনিষ্ঠভাবে কাজ করার ওপর গুরুত্ব দেন তিনি।

মানুষের জন্য ফাউন্ডেশনের নির্বাহী পরিচালক (ভারপ্রাপ্ত) বনশ্রী মিত্র নিয়োগী বলেন, নারীর নেতৃত্ব, অবৈতনিক সেবামূলক কাজ এবং অর্থনীতিতে নারীর অবদান জাতীয় পরিকল্পনা ও বাজেটে যথাযথভাবে স্বীকৃতি পেতে হবে।

তিনি বলেন, নারীর অবৈতনিক ও অস্বীকৃত কাজের স্বীকৃতি আদায়ে এমজেএফ ২০১২ সাল থেকে কাজ করছে। পরে ইউএন উইমেনের সহায়তায় টাইম-ইউজ সার্ভে করা হয় এবং স্যাটেলাইট সিস্টেম অব অ্যাকাউন্টসের মাধ্যমে এ কাজের মূল্য নিরূপণের উদ্যোগ নেওয়া হয়।

বনশ্রী মিত্র নিয়োগী বলেন, আমাদের যাত্রা মাত্র শুরু হয়েছে। সামনে পথ আরও কঠিন হবে, সম্পদের দিক থেকেও, সামাজিক অবস্থানের দিক থেকেও।

সুইজারল্যান্ড দূতাবাসের গভর্ন্যান্স, পরিবেশ ও জলবায়ু পরিবর্তনবিষয়ক সিনিয়র প্রোগ্রাম ম্যানেজার শিরিন সুলতানা লিরা বলেন, জলবায়ু অভিযোজন উদ্যোগের দীর্ঘমেয়াদি সফলতা নিশ্চিত করতে কমিউনিটিভিত্তিক অংশীদারত্ব ও স্থানীয় মালিকানা অপরিহার্য।।

ক্রিশ্চিয়ান কমিশন ফর ডেভেলপমেন্ট ইন বাংলাদেশের (সিসিডিবি) নির্বাহী পরিচালক জুলিয়েট কেয়া মালাকার নারীর নেতৃত্বে জলবায়ু অভিযোজন কার্যক্রম শক্তিশালী করতে সম্মিলিত অ্যাডভোকেসির ওপর গুরুত্ব দেন।

কুড়িগ্রাম, জামালপুর, খুলনা ও সাতক্ষীরার নারী জলবায়ু নেতাদের স্থানীয় পর্যায়ে জলবায়ু সহনশীলতা ও কমিউনিটি উদ্যোগে অবদানের জন্য সম্মাননা দেওয়া হয়। প্রকল্প বাস্তবায়নে গুরুত্বপূর্ণ অবদানের জন্য ১০টি সহযোগী সংগঠনকেও সম্মাননা দেওয়া হয়।

সম্মেলনে নারী নেতা, জলবায়ু অভিযোজনকর্মী, উন্নয়ন সহযোগী, নাগরিক সমাজের প্রতিনিধি, গবেষক, গণমাধ্যমকর্মীসহ বিভিন্ন অংশীজন অংশ নেন। তাঁরা নারীর নেতৃত্বে জলবায়ু সহনশীলতা উদ্যোগের অর্জন, অভিজ্ঞতা, চ্যালেঞ্জ ও ভবিষ্যৎ সম্ভাবনা নিয়ে আলোচনা করেন।.
