MJF strongly condemned rape of 10-year-old madrasa student, demands action to stop sexual violence against children

Dhaka, March 18: Manusher Jonno Foundation (MJ)F expresses outrage and deep anguish at the continuous sexual violence against children. The most recent rape of a 10-year-old in Kushtia, inside a madrasa highlights the lack of monitoring and surveillance in these institutions.

In January and February 2026 alone, Ain o Salish Kendra (ASK) documented 71 incidents of violence against children, including the rape of 38 girls and 2 boys, as well as 14 reported attempts to rape girls. In 2025, ASK recorded 1024 incidents of violence against children.

Most of these incidents have taken place in private domain, public places and in education institutions such as madrasa, said an MJF press statement on Wednesday (March 18).

MJF urges the authorities to look into this matter with utmost urgency. All educational institutions must be brought under the High Court ruling requiring the formation of sexual harassment committees until a law on sexual harassment is passed in Parliament.

Shaheen Anam, Executive Director of MJF, said that sexual violence against children within madrasas is rarely reported unless the injury is severe or fatal, because of a culture of fear and secrecy. These offenders hide behind institutions which protects them as children are not allowed to speak out. The child survivor in Kushtia’s Bheramara Upazila is now fighting for her life. At the same time, she expressed her condolences and solidarity to the child’s family.

Three people, including the head teacher of the madrasa where the child was a residential student, have reportedly been arrested. However, only arresting offenders alone will not prevent the ongoing atrocities children are experiencing at present. Strict implementation of laws, impartial investigation, and timely action are needed, along with greater awareness among parents and guardians about the vulnerability of children and the dangers they may encounter inside their homes, schools, madrasas, or in public spaces.

The protection and safety of children is the responsibility of both the State and society, and both seem to be failing at present. Civil society, women’s rights, and human rights organisations are ready to cooperate and join hands with the government to address this issue and bring about meaningful change so that children can grow up in an environment of safety, security, and freedom.

১০ বছর বয়সী মাদ্রাসা-পড়ুয়া শিশু ধর্ষণের ঘটনায় তীব্র নিন্দা মানুষের জন্য ফাউন্ডেশনের

শিশুদের বিরুদ্ধে যৌন সহিংসতা বন্ধে জরুরি পদক্ষেপ দাবি

ঢাকা, ১৮ মার্চ: শিশুদের ওপর চলমান যৌন সহিংসতার ঘটনায় গভীর ক্ষোভ ও উদ্বেগ প্রকাশ করছে মানুষের জন্য ফাউন্ডেশন (এমজেএফ)। কুষ্টিয়ার একটি মাদ্রাসায় ১০ বছর বয়সী এক শিশুকে ধর্ষণের সাম্প্রতিক ঘটনা এধরণের প্রতিষ্ঠানে পর্যাপ্ত নজরদারি ও জবাবদিহির ঘাটতিকে আবারও স্পষ্ট করেছে।

আজ বুধবার (১৮ মার্চ) গণমাধ্যমে পাঠানো এক বিবৃতিতে এমজেএফ জানায়, শিশুদের প্রতি এ ধরনের সহিংসতা ঘটছে ব্যক্তিগত পরিসরে, জনসমাগমস্থলে এবং মাদ্রাসার মতো শিক্ষাপ্রতিষ্ঠানেও।

আইন ও সালিশ কেন্দ্রের (আসক) তথ্যানুযায়ী, ২০২৬ সালের জানুয়ারি ও ফেব্রুয়ারি মাসে শিশুদের প্রতি সহিংসতার ৭১টি ঘটনা নথিভুক্ত হয়েছে। এর মধ্যে ৩৮ জন কন্যাশিশু ও ২ জন ছেলেশিশু ধর্ষণের শিকার হয়েছে। এ ছাড়া ১৪ জন কন্যাশিশুকে ধর্ষণচেষ্টার ঘটনাও রয়েছে এ তালিকায়। ২০২৫ সালে শিশুদের প্রতি সহিংসতার মোট ১ হাজার ২৪টি ঘটনা নথিভুক্ত করেছে আসক।

এমজেএফ এই বিষয়ে দ্রুত, কার্যকর ও দৃশ্যমান পদক্ষেপ নেওয়ার জন্য সংশ্লিষ্ট কর্তৃপক্ষের প্রতি জরুরি আহ্বান জানাচ্ছে। সংসদে যৌন হয়রানি প্রতিরোধে আইন পাস না হওয়া পর্যন্ত দেশের সব শিক্ষাপ্রতিষ্ঠানে হাইকোর্টের নির্দেশনা অনুযায়ী যৌন হয়রানি প্রতিরোধ কমিটি গঠন নিশ্চিত করতে হবে।

এমজেএফের নির্বাহী পরিচালক শাহীন আনাম বলেন, ভয় ও নীরবতার কারণে মাদ্রাসায় শিশুদের ওপর যৌন সহিংসতার ঘটনা সচরাচর প্রকাশ পায় না। বেশির ভাগ ক্ষেত্রে গুরুতর শারীরিক ক্ষতি বা মৃত্যুর মতো ঘটনা না ঘটলে এসব বিষয় সামনে আসে না।

অপরাধীরা প্রতিষ্ঠানের আড়ালে নিজেদের লুকিয়ে রাখে এবং শিশুরা কথা বলার সুযোগ না পাওয়ায় তারা আরও বেশি ঝুঁকির মুখে পড়ে। কুষ্টিয়ার ভেড়ামারা উপজেলার শিশুটি এখন জীবন রক্ষার লড়াই করছে বলেও দুঃখ প্রকাশ করে জানান শাহীন আনাম। একই সাথে শিশুটির পরিবারের প্রতি সমবেদনা জানিয়ে সংহতি প্রকাশ করেছেন তিনি।

বিবৃতিতে বলা হয়, যে মাদ্রাসায় শিশুটি আবাসিক ছাত্রী ছিল, সেই মাদ্রাসার প্রধানসহ তিনজনকে গ্রেপ্তার করা হয়েছে বলে জানা গেছে। তবে শুধু গ্রেপ্তার করলেই শিশুদের ওপর চলমান এই নৃশংসতা বন্ধ হবে না। এর জন্য প্রয়োজন আইনের কঠোর প্রয়োগ, নিরপেক্ষ তদন্ত, দ্রুত বিচারিক ও প্রশাসনিক পদক্ষেপ, এবং অভিভাবকদের মধ্যে আরও সচেতনতা তৈরি। কারণ, শিশুরা ঘর, স্কুল, মাদ্রাসা কিংবা জনসমাগমস্থল, সব জায়গাতেই সহিংসতার ঝুঁকিতে রয়েছে।

শিশুদের সুরক্ষা ও নিরাপত্তা নিশ্চিত করা রাষ্ট্র ও সমাজ উভয়ের দায়িত্ব। কিন্তু বর্তমান পরিস্থিতি দেখাচ্ছে, এই দায়িত্ব পালনে উভয় ক্ষেত্রেই বড় ঘাটতি রয়ে গেছে। এ অবস্থার পরিবর্তনে সরকারকে সহযোগিতা করতে এবং কার্যকর উদ্যোগে যুক্ত হতে প্রস্তুত রয়েছে নাগরিক সমাজ, নারী অধিকার সংগঠন ও মানবাধিকার সংগঠনগুলো। আমাদের লক্ষ্য, এমন একটি পরিবেশ নিশ্চিত করা, যেখানে শিশুরা নিরাপত্তা, সুরক্ষা ও স্বাধীনতার সঙ্গে বেড়ে উঠতে পারবে।
